Job Description:

Leads development team responsible for providing operational support, system design and administration, software design and development and project communication to support web-enabled computing. Plans, develops, tests and documents computer programs, applying knowledge of programming techniques and computer systems. Provides expert analytical and technical support to ensure that effective and appropriate technology solutions are identified, designed, developed and implemented. Provides technical leadership and project management to junior staff within area of responsibility. Evaluates complex business problems and effectively communicates alternative solutions at the technical and user level.

 

Technical competencies:

  1. Technology Design And Architecture:

Applies expert knowledge to meet business and technical requirements of supported systems and work groups in

developing appropriate web-based and/or thin client based technical solutions.

  • Applies systems engineering expertise in the planning, analysis, design, implementation and maintenance of web-based systems and services, including hardware, networks, operating systems, databases and other third party software.
  • Recommends modification, including upgrades, additions or deletions to complex systems or services. Provides analysis & justification for recommendation, which may include operational data, feasibility, technological motivations, customer demand or need.
  • Provides advice and technical consultancy on emergent technologies.
  • Directs and/or perform systems administration tasks for project implementations, which may include multiple, simultaneous activities.
  • Works independently on basic to advanced system and programming specifications utilizing established standards and procedures, and receives instruction and guidance on new or abnormal assignments.
  • Analyzes, reviews and alters programs to increase operating efficiency or adapt to new requirements.
  • Applies programming principles, techniques and procedures for administrative and business apps including hierarchical and relational database programs, system analysis and design, batch processing, online applications and forms and documentation design.
  • Directs and assists management, analysts and other staff to identify best design

 

  1. System Administration:

Administers current hardware and software systems used for both test and production purposes in a web-based and/or thin-client based setting.

  • Designs, purchases, implements and supports hardware, software and peripherals needed to satisfy project requirements.
  • Maintains systems with current hardware and software releases, keeping management up to
  • date as to the appropriate time to upgrades and the release level recommended.
  • Develops necessary and appropriate scripts to monitor system functionality and alert on call staff when needed.
  • Continually evaluates system configuration to ensure it is optimal and meeting customer's needs.
  • Provides recommendations to increase productivity and efficiency of the systems.
  • Develops modifications or enhancements to existing enterprise business application programs to meet user needs or system design changes and assists in implementation.
  • Assists in system and application implementations including app module updates and/or new installations and assists in development of standards and procedures to obtain optimal reliable performance of the organizations enterprise business system.
  • Participates in technical forums and discussions, developing technical specifications as needed.
  • As technical expert for assigned systems, consistently addresses all unscheduled downtimes accurately and generates a detailed mitigation plan.

 

  1. Software Development:

Develops web-based and/or thin-client based software solutions for internal and external customers such as, employees, physicians and consumers.

  • Designs complex systems to satisfy business requirements. Designs include hardware, platform operating system, 3rd party products and custom software.
  • Utilizes variety of development tools/languages to build and/or integrate custom solutions.
  • Maintains high level of awareness of technology trends having a direct or indirect impact on software development activities within the group.
  • Provides assistance and training for other staff members.
  • Uses computer-aided software tools, such as flowchart design and code generation, in each stage of system development.
  • Converts project specifications, using flowchart and diagrams, into sequence of detailed instructions and logical steps for coding by applying knowledge of programming techniques and computer languages.
  • Works independently on system and programming specifications utilizing established standards and procedures.
  • Develops tests to troubleshoot problems, plan solutions and assist with coding, testing and
  • implementation of programs.
  • Oversees detailed audits to ensure programming and system standards are met.

 

  1. Operational Support:

Troubleshoots and diagnoses complex problems of production systems. Serves as subject matter expert in assisting and mentoring less senior staff as needed.

  • Participates and assists in user consulting, systems design and vendor contracts and
  • communicates with user department staff, vendors and IS personnel to monitor accuracy and efficiency of systems and programs.
  • Performs troubleshooting to isolate and diagnose system problems.
  • Examines all possible solutions in order to identify pros and cons and recommend best options.
  • Participates in 24x7 on-call rotation in support of critical systems and services.
  • Assists co-workers during their after business hours on-call rotation with systems in field of expertise. Makes himself/herself accessible to be contacted by manager and/or co-worker while not on call, during or after business hours.
  • Maintains availability by checking e-mail and voice-mail systems at regular intervals, carrying assigned mobile phones and/or pagers at all times during business hours, and keeping such devices charged and in working order.
  • Collaborates with other support groups to ensure smooth hand-off of issues between support teams.

 

  1. Programming & Documentation:

Demonstrates proficiency with programming languages and tools documenting the process in a professional

manner and according to established procedures.

  • Proficient with programming languages including but not limited to: C#, .NET, VB6, SQL, AJAX, Web Methods, SharePoint, ASP, XML, HTML, Oracle, etc.
  • Troubleshoots and analyzes systems through use of debugging techniques.
  • Independently analyzes, designs and builds software programs and systems, including RDBMS (Access, MySQL, MS SQL Server, Oracle, Sybase, etc).
  • Writes documentation to describe program development, logic, coding and corrections. Writes manual for users to describe installation and operating procedures.
